تبادل المعلومات وكفاءة سوق التمويل في المملكة العربية السعودية (Information Sharing and Saudi Credit Market Efficiency)

تعاني سوق التمويل في المملكة من تفاوت حاد في المعلومات بين أطراف عقد التمويل، مما يؤدي إلى قلة حجم المبادلات مقارنة بالوضع المثالي المتمثل في اكتمال المعلومات وتساويها بينهما. ويشتمل الأدب الاقتصادي الحديث على عدد من الحلول التي يمكن أن يستخدمها أطراف العقد أو طرف ثالث للحد من الأثر السلبي لهذه المخاطر. ويركز هذا البحث بشكل خاص على مناقشة أحد الحلول الممكنة وهو التنظيم المؤسسي لتبادل المعلومات بين الممولين. فيوضح أولا أن تبادل المعلومات يمثل أداة مساعدة تمكن أطراف العقد من تقليل حدة مشكلتي الاختيار المعاكس والخطر الأخلاقي التي عادة ما تصاحب تفاوت المعلومات. ثم يقوم باستعراض الصيغ المؤسسية التي يمكن أن تنشأ لهذا الغرض، وتطورها في العديد من الدول. ويشير البحث في النهاية إلى المحاولات القائمة في المملكة لإنشاء مثل هذه المؤسسات. Saudi credit market is characterized by high degrees of asymmetric information. As a result, market equilibrium fails to be Pareto optimal. The tendency for inefficiency can be strikingly aggravated by the phenomena known as adverse selection and moral hazard. However, a welfare-improving market intervention is possible. In this paper we discuss the role that can be played by information sharing as a discipline devise. Information sharing tends to diminish informational asymmetries between the parties of financial contracts, and thus reduces the impact of adverse selection and moral hazard on financing decisions. The paper describes the information sharing arrangements applied in several countries and different attempts to set new credit bureaus in Saudi Arabia
