무역 자유화와 소비자 후생효과 : 품질 다양성을 중심으로 (The Impact of Trade Liberalization on Consumer Welfare: A Focus on Quality Diversity)

(Korean Abstract) 본 연구는 무역 자유화나 글로벌 인플레이션 등 외부 충격으로 인한 국내가격 변화가 품질 다양성 및 소비자 후생에 미치는 영향을 고찰한다. 자유무역협정(FTA) 발효 등으로 인해 무역 자유화가 진전되면 관세 철폐 또는 감면을 통해 시장에서 수입품목의 가격이 하락하는데, 이러한 가격 하락이 과연 소비자들의 후생에 어떻게 영향을 미치는지는 학술적으로나 정책적으로 매우 중요한 주제이다. 무역 자유화를 다룬 기존 연구들과는 달리, 본 연구에서는 무역 자유화의 소비자 후생효과 측면에서 품질 다양성의 역할을 강조한다. 이를 위해 무역 자유화로 인해 수입 품목이 다양해지고 이로써 소비자의 선택의 폭이 넓어지는 현상에 주목하여, 가격 하락에 따른 소비자의 질적 대응을 중점적으로 분석하고 정책적 시사점을 제시한다. 보다 구체적으로 본 연구는 가격 변화에 대한 소비자의 질적 대응, 즉 관세인하 등으로 가격이 하락할 때 더 높은 품질의 상품을 선택하거나, 담뱃세와 같은 물품세 부과로 가격이 상승할 때 낮은 품질의 상품으로 선택을 변경하는 소비자의 대응 방식을 분석함으로써 무역 자유화의 소비자 후생효과에 대한 시사점을 제시한다. 본 연구의 실증분석에서는 우리나라의 와인과 담배에 대한 시계열 자료를 활용하여 두 재화의 가격 변화에 대한 소비자의 양적 마진과 질적 마진 대응을 구분하는 가격탄력성을 추정하였다.(English Abstract) This study investigates the impact of domestic price changes due to external shocks such as trade liberalization or global inflation on quality diversity and consumer welfare. Free trade agreements (FTAs) can reduce the prices of imported goods through tariff elimination or reduction, making it crucial to evaluate academically and in terms of policy how this price reduction affects consumer welfare. In contrast to prior literature on trade liberalization, this study emphasizes the role of quality diversity in explaining its impact on consumer welfare. We focus on how consumers’ qualitative responses to price changes, such as selecting high-quality products when prices decrease due to tariff reductions or responding to price increases due to tobacco taxes by adjusting the quality of their purchases, can influence consumer welfare. This study also provides policy implications regarding the impact of trade liberalization on consumer welfare. Using time-series data on wine and cigarettes in South Korea, this research estimated price elasticities and separated them into consumers’ quantitative and qualitative responses to price changes
