Effectiveness can always be measured only in relation to a specific, pre-defined goal or goal system. In the case of aid effectiveness, this system should be the Millennium Development Goals (MDGs), which are now recognised by all relevant stakeholders as the central objectives of international. The MDGs are thus the expression of a new paradigm in the international Debate after the Washington Consensus: Multidimensional poverty reduction is the focal point of this paradigm. The MDGs have many strengths but also a number of weaknesses: They ignore the political and social dimensions of development, exclude quantitative aspects of development and do not emphasise sufficiently the importance of economic, social and environmental sustainability.The question is what this means for future development policy? Apparently, donors have to increase their contributions and commitments to the MDGs. Otherwise, at least for out the 8 MDGs will not be reached until 2015. In Sub-Saharan Africa, possibly not a single goal be achieved. In addition, donors should better align to the development strategies of partner countries, better harmonise their contributions with the efforts of other donors and be more coherent in their different policy fields (foreign aid, trade policy, agricultural policy etc.)
