Access Price and the New Cost-Oriented Directive : Perspectives for the Brazilian Fixed Network Telecommunications

(A Remuneracao de Redes nas Telecomunicacoes e a Nova Orientacao a Custos: Avaliacao e Perspectivas Para a Telefonia Fixa Brasileira) This article intends to analyze the new telecom fixed network access pricing policy proposal by two ways. The first one consists in revising the access pricing and long-run incremental cost (LRIC) literature, including recent works that incorporates dynamics and uncertainty. The second one studies the Brazilian case and the main practical experiences abroad. From this analysis, it is possible to observe that although the LRIC+ calculus contributes to the current partial price cap access price model, the current available methodologies are still not accurate enough to be isolated used as pricing mechanism
