Addressing the Problem of Human and Financial Resources Mobilization in Haitian Universities : Propositions for Better Proactive Institutional and Managerial Strategies

Haitian universities are mainly financed by the poor households' economy. Financial constraints prevent them from attracting the best professors and meeting the growingsocial demand for highereducation. How to break the deadlock? This article discusses several institutional and managerial strategies according to which we argue that on the one hand, Haitian universities need to rethink over themselves, to shift the paradigm in order to develop human resources worthy of excellence and a logic of action that can enable them to become financially viable.
