APPLICATION PROCESS FOR EU FUNDS INSIDE SOCIAL STRUCTURES AND INTEREST GROUPS. AN ADVISOR’S PERSPECTIVE
The article deals with process of application for EU funds seen from advisor’s perspective. Statistics reveal huge delays in granting. Till now there has been only 8,5% of complete sum of applications accounted for. The main reason is lack of cooperation between administrative officials and potential grantiees. The nature of that relation was set forth from two perspectives: system and group one. Structural perspective explains clerks’ behavior through traits of organization such as: ”the hierarchy right” and “official apprehension”. Group perspective refers to concept of group solidarity, which focuses on the need to sustain social order. Administrative officials as well as grantiees take care after the same type of goods, mainly: best division of EU grants. Yet through entanglement of control and moni-toring systems illusion of barricade emerges and both professional groups resign from cooperation. This has a lot of consequences. Official matters are being dealt in an indolent way and grantiees commit deceptions and forgeries. Closing para-graph contains a list of research techniques that (besides participating observation) could contribute to better understanding of phenomena connected with EU grants.
