Assessment of the third river basin management plans under water framework directives : Sweden

Sweden is divided into five governing RBDs, which together cover 10 river basin districts (RBDs). Sweden's water management acts through central, regional and local authorities. The Flood Risk Management Plans developed by the county administrative boards are coordinated with the PoMs and RBMPs, and vice versa. The PoMs are also coordinated with the Marine Strategy Framework Directive's programme of measures. Sweden has a category 2 cooperation with Norway and Finland on its IRBDs. The international cooperation on the Bothnian Bay (SE1) RBD has been strengthened for the 3rd RBMPs, with the adoption of a joint management plan with Finland for the Torne River catchment area and a joint strategy and cooperation plan with Norway for the Bothnian Sea (SE2) RBD and the Trøndelag Water Region. The strategy identifies priority areas and goals within these RBDs for the planning cycle of 2022-2027. There is also cooperation between Skagerrak and Kattegat (SE 5) and Norway, which is further outlined in the Skagerrak and Kattegat RBMP Annex 9. In all RBDs, the work programme and timetable, the main water management issues and the draft RBMPs were made available for public consultation for the requisite six months, in accordance with Article 14 of the WFD.
