Summary: Summary conclusions and recommendations based on the presentations and discussions held during the Rights Based Management Workshop in Brussels, September 10th, 2007. Declining fish stocks led governments to limit overall catches by setting limits to total landings, fishing effort and access, including vessel and gear restrictions, area closures and days-at-sea constraints. In the European Union the current debate is on rights-based management tools in fisheries in which transferable license and quota systems should bring about a reduction of the fleet overcapitalisation and result in a smaller fleet (in terms of number of vessels and employment) producing the same amount of fish in a more efficient way.
