Baseline study on the training and certification requirements for fishers in EU Member States : final report; Annex B: Member State overview Latvia

Latvia is characterised by a large fleet composed mainly of small-scale coastal vessels. The fishing industry faces challenges due to an ageing fleet and reduced fish stocks. There is little to no demand for the training of fishers in Latvia; therefore, Latvia lacks specialised training facilities and programmes dedicated to the fishing sector and commercial fishers are trained as seafarers. Coastal water fishers on fishing boats of less than 12 metres often learn through informal, hands-on experience within family businesses or directly on the job. For pelagic fishers, basic maritime training under the STCW convention is mandatory, covering general seafaring skills like navigation and safety. However, this training does not address the competencies required for fishing.
