Basic Needs, Non-Renewable Resources and Growth in the Context of North-South Relations (Necesidades Basicas, Recursos No Renovables Y Crecimiento En El Contexto De Las Relaciones Norte-Sur) (Spanish)

The international economy experiments today with its most significant change since World War II. This change coincides with a renewed interest in problems created by the issue of natural, non-renewable resources, and the acute inequalities in the worldwide distribution of the wealth. Relationships between these problems are to the extreme complex and subtle, and their dynamics affect strongly the international economy. The adjustments produced have created an increased level of international tension, to the extent that any serious observer should be worried about the possibility of a new world war - a concern which has never appeared so plausible since 1945. It is in this context that a better international understanding of the north/south relationships is urgently necessary. This understanding would be a positive step for everyone, even though its political implications might not seem to favor the most immediate interests
