Case study on TSI projects on public administration and HR management : (2021-2023)
This case study assesses the selected TSI projects implemented during 2021-2023 in the governance and public administration policy area of the TSI. A recurring technical support need across the five projects and Member States (MSs) is civil service and human resource management (HRM) reform and its capacity building implications for policy development and coordination, foresight and regional disparities within MSs. In the aftermath of COVID-19 and during the current poly-crisis context, MSs have taken steps to reconsider their governance and public administration arrangements and improve HRM capacity to be better prepared to respond to and mitigate the effects of unforeseen crises.
