Dampak Relokasi Pusat Pemerintahan Kabupaten Simalungun Terhadap Pengembangan Wilayah Kecamatan Raya

Tavi Supriana, M.S (Member), Kasyful Mahalli, SE., M.Si (Member) Transfer of the capital Simalungun district area to Raya subdistrict refers to the Instruction No.31 of the Ministry of the Interior in 1999. This can be seen from the accretion main economic activity, such as trade, transportation and services. Transfer of the capital Simalungun district area to Raya subdistrict theoretically will have an impact on the social aspects of government services and economic community. The purpose of this study is to analyze the impact of relocation Simalungun County government center in terms of; aspects of service affordability, aspects of service adequacy, aspects of the suitability of service, aspects of community income and employment of the regional Development of Raya Subdistrict. The sampling technique used was cluster sampling, which Bah Bolon Village, Raya Bosi Village and Pematang Raya Village. The data for this study were obtained through questionnaire based interviews. The data obtained were analyzed through descriptive analysis and t-test analysis. The results of this study showed that there were significant differences in positive and affordability of services, the adequacy of service and the suitability of service in the Raya subdistrict of Simalungun District before and after the relocation of the central government. The average of nominal income before and after the relocation is different but not significant while the average of real income different and significant, equal Rp.78,761.17/month. There is a relocation impact Simalungun County government center on employment, particularly employment increase of trade and services sectors.
