Efectos distributivos de las compensaciones por inactividad concedidas al sector pesquero afectado por la marea negra del Prestige

ResumenEn el presente trabajo se analizan las ayudas paliativas de primera hora destinadas a compensar la disminución de rentas derivada de la inactividad provocada por la marea negra del Prestige en el sector pesquero y marisquero gallego. En particular se analiza el diseño uniforme de dichas ayudas y sus efectos redistributivos entre los subsectores de actividad afectados. Asimismo se estima el coste total soportado por las administraciones públicas y se muestra cómo una sencilla re-evaluación de las ayudas hubiese permitido ajustar las compensaciones a la realidad económica de cada subsector de actividad afectado, corrigiendo de este modo la notable distorsión en la asignación de los recursos públicos.Keywords: Marea negra; Prestige; Compensaciones; Redistribución; Impacto AmbientalAbstract.The present article focuses on the indemnities from public administrations to the Galician fishing sector damaged by the Prestige oil slick. Despite the fact that the fishing sector is compounded of quite different activities direct allowances were standardized. We analyze the distributional effects of the uniform indemnities among the four main fishing activities on the area: coastal fishing, aquaculture, seafood harvesting on-foot and seafood harvesting on-boat. We also estimate the total cost of indemnities. The paper shows how a simple re-allocation of public funds could rectify the redistributive effects of the uniform allowances. We specify the non standard indemnities to the main fishing activities damaged by the oil slick.
