This cluster study concentrates on the respective capital cities of Finland and Estonia, namely Helsinki and Tallinn. This cluster area was chosen because of the dynamic nature of the economies located in the region. Finland has one of the most developed information and communication technologies (ICT) sectors in the western world, and is regularly cited among the worlds most competitive economies (Robert Huggins Associates, 2004).
