The main objectives of the study are to illuminate the development of the Common AgriculturalPolicy (CAP) up to the Agenda 2000 reforms, to evaluate the reform decision of June2003, and to show and discuss options for the future development of the CAP.In chapter 2 the objectives of the CAP are described and the justification for agricultural policymaking is discussed. The scientific basis for policy evaluation is sketched out.
