European Citizens' Panel on Learning Mobility : final report

The European Commission organised three European citizens' panels in 2023, one of which discussed the topic of 'learning mobility'. Each of the panels brought together up to 150 randomly selected citizens from all 27 EU Member States to deliberate and make recommendations ahead of certain key Commission proposals. The panels deliver on the commitment expressed by the communication of 17 June 2022 'Conference on the future of Europe: Putting vision into concrete action' and by President von der Leyen during the 2022 State of the Union address. The European Citizens' Panel on Learning Mobility was the third panel to be convened, with three sessions taking place on 3-5 March, 24-26 March and 28-30 April. The panel was convened against the backdrop of preparatory work for the proposal for a Council recommendation on learning mobility, to inform the Commission of the citizens' perspective and get their recommendations.
