Evaluation of MODINIS and MODINIS extension : final report

This report is contains the evaluation of the multi-annual programme of MODINIS (2003-2005) and its extension (2006) as a part of the final evaluation of eEurope 2005. The main question of the evaluation is to find out whether the public intervention of the MODINIS programme worked. That is, whether activities under MODINIS (i.e. studies, good practice seminars, benchmarking exercises etc.) have translated into more efficient delivery of eEurope 2005 in the Member States. To answer this, the programme is in this evaluation assessed on three different criteria; efficiency, effectiveness/ impact and relevance. Within each of these criteria a set of evaluation questions have been formulated to make the scope of the evaluation operational. The methodological approach taken to answering the evaluation questions for MODINIS (2003-2005) is based on two types of analysis conducted in consecutive phases and makes use of multiple data sources. The analysis methodologies applied are a programme analysis and a peer group analysis.
