Evaluation of the European Commission’s Cooperation with Vietnam : Final Report ; Volume 1

The overall purpose of this evaluation is to ensure accountability for the use of allocated resources as well as to promote a lesson-learning culture in European Commission (EC) development cooperation. The main specific objectives of the evaluation were: •to provide the relevant external cooperation services of the EC and the wider public with an overall independent assessment of the EC’s past and current cooperation relations with Vietnam; •to identify key lessons in order to improve the current and future strategies and programmes of the EC. The scope of the evaluation was the European Commission’s co-operation with Vietnam and its implementation for the period 1996-2008, allowing at the same time for conclusions and recommendations to be forward looking.
