Evaluation of the technical assistance provided by the Task Force for Greece (TFGR) 2011-2015 : final evaluation report

The evaluation report represents the final deliverable of the evaluation of the technical assistance provided by the Task Force for Greece under specific contract No SRSS/C2017/069, implementing framework contract No ECFIN-001-2017, commissioned by the European Commission, Structural Reform Support Service (the beneficiary of the evaluation). The objective of the ex-post evaluation was to assess the technical assistance activities carried out by Task Force for Greece during the period 2011-2015. The assessment covers four evaluation criteria (i.e. relevance, effectiveness, efficiency, coherence, EU Added Value) and ten evaluation questions. The conceptual framework of the evaluation i.e. the evaluation grid, encompasses the methodology applied which was developed based on the reconstructed logic of intervention of the Task Force for Greece. Several categories of stakeholders were consulted during the evaluation, including strategic and management stakeholders, technical assistance beneficiaries and providers. The data collection activities conducted throughout the evaluation include desk research, electronic survey and in-depth semi structured interviews. Task Force for Greece was established in July 2011 at the request of Greece, with the purpose to provide technical assistance for the implementation of the reforms undertaken within the framework of the economic adjustment programmes, as agreed between the European Commission, the European Central Bank, the International Monetary Fund and the Greek authorities. The technical support was provided on demand of the Greek authorities, while the implementation of the support and the reforms remained under the ownership and the responsibility of the latter.
