Evaluation study of the European framework programmes for research and innovation for an innovative Europe : report phase 2 (support study for the interim evaluation of Horizon Europe)

Innovative Europe under the Horizon Europe Framework Programme encompasses activities designed to accelerate the development of cutting-edge technologies and market-creating innovations, empowering European SMEs and start-ups to become world-leading companies. This study assesses the effectiveness of interventions and actions supporting innovation under the Horizon Europe Framework Programme, identifying their achievements, successes, and areas for improvement. The programme parts analysed in this study include the European Innovation Council, the European Innovation Ecosystems, and the European Institute of Innovation and Technology Knowledge and Innovation Communities. Additionally, the study includes an analysis of the overall contribution of the Framework Programme to the Innovative Europe objectives, including actions by the Joint Research Centre.
