Executive Summary : Technical Guidance for Safe, Efficient, and Interoperable Carbon Markets Infrastructure

The Carbon Markets Infrastructure Working Group (CMI WG), convened by the World Bank, has developed a suite of five Technical Guidance Notes to support the development of secure, connected, and trustworthy carbon market systems. Each note addresses a critical area of market infrastructure-Ecosystem Governance, Transaction Integrity, Information Security, Data and Systems Interoperability, and Digital MRV-offering foundational insights, practical tools, and actionable recommendations for stakeholders across the ecosystem. Carbon markets hold immense potential to channel climate finance to developing countries and accelerate emissions reductions. Yet, scaling their impact requires robust infrastructure that ensures credibility, transparency, and cross-border operability. These guidance notes directly respond to key infrastructure gaps identified in the "Roadmap for Safe, Efficient, and Interoperable Carbon Markets Infrastructure"-launched by the World Bank and CMI WG at COP29-which outlines a collective vision and priority actions to strengthen market systems.
