Fact-finding study on passenger rights in bus and coach transport : final report

This final report presents the results of the Fact-finding study on passenger rights in bus and coach transport. The study aimed to assist the European Commission in assessing the evolution of the bus and coach market; gathering data on the current level of protection of passengers in bus and coach transport for scheduled services of less than 250 km; identifying the concerns of the relevant stakeholders concerning the rights of passengers in bus and coach transport; and in finding solutions to identified issues or legal gaps of Regulation (EU) No 181/2011 concerning the rights of passengers in bus and coach transport. Building on a significant existing evidence base, this report includes extensive desk research covering the 27 EU Member States, 3 EEA countries and Switzerland. The study leverages on the results of a targeted questionnaire, in-depth interviews, an interactive workshop and a meeting with the National Enforcement Bodies responsible for bus and coach passenger transport. The study provides evidence-based guidance and actionable insights to the European Commission to inform future initiatives. These initiatives aim to adapt the framework to current market conditions and address identified legal gaps, ensuring equitable passenger protection and enhancing the overall travel experience in bus and coach transport
