Final report on verification rules under the CRCF Regulation

In December 2024, the new Regulation on Carbon Removals and Carbon Farming (CRCF) entered into force, establishing the first-ever voluntary EU-wide certification framework for carbon removals. This project has been conducted throughout 2024 to support the Commission to develop implementing rules for the verification of carbon removals under the CRCF and to start the process of scoping an EU-wide registry for carbon removals (the "CRCF registry"). This report provides recommendations on the verification rules for carbon removals, the rules on the operation of certification schemes that will be recognised by the European Commission in the context of the CRCF, and the assessment and recognition process of such certification schemes. A parallel report as part of the same project focuses on the options for the design and implementation of the CRCF registry and the minimum requirements for carbon removal certification scheme registries.
