Foreigners carve up Poland's banks - Commerzbank, Deutsche Bank and others have made aggressive pushes for Polish banking franchises. In emerging markets, western banks are prepared to trample on small shareholders to conquer assets. They wouldn't dare use such ruthless tactics at home.
