Global case study on small island developing states

This assignment serves as a global case study under the Strategic Joint Evaluation of the Collective International Development and Humanitarian Assistance Response to the Coronavirus Disease 2019 (COVID-19) Pandemic, conducted under the auspices of the COVID-19 Global Evaluation Coalition. Managed by the Organisation for Economic Co-operation (OECD) Development Co-operation Directorate, this Strategic Joint Evaluation aims to provide a system-wide perspective, analysing the coherence, relevance, effectiveness, and efficiency of the global response, including efforts towards equitable access to COVID-19 vaccines. This global case study specifically focuses on the collective response of development co-operation and humanitarian aid to COVID-19 in Small Island Developing States (SIDS)1. As an integral component of Module 4, entitled "Partner country case studies", within the Strategic Joint Evaluation, this study provides an in-depth analysis of the support received by SIDS between January 2020 and December 2022. The study is grounded in the unique socio-economic, structural, and environmental challenges faced by SIDS. Using a combination of secondary data compilation and primary data collection, it identifies the commonalities shared by most SIDS as a group, while highlighting sub-regional specificities.
