Global Evaluation of the European Neighbourhood Partnership Instrument
The study finds that ENP policy documents and ENPI budgetary allocations are fairly well aligned with the strategic objectives of EU external policy, and that planned interventions are well aligned with partner countries' needs and development priorities. Regarding performance, although ENPI allows for a more flexible and efficient use of resources compared to its predecessors (MEDA and TACIS), it still too early to assess whether these structural improvements has brought about improved results.
