The author tries to adapt the “Anticipation" and "Incursion” mental constructs within the deeper and not congruent senses of the some social constructs embedded into the recent humankind flow of meta-development: “Information Society”, “Knowledge Society”, “Consciousness Society”, within the construction of Anticipatory/Incursive Neural and Social tasks. The tasks elicit a Dual Comprehension Flow onto Variety and Invariance”. It is presented a Human-Machine Interface conceptual case study: A-I-A as dual to B-D-E. Internetron, Planetron, and Sociotron - as constructs - are introduced. One of the contemporary dilemmas is the elicited reconstruction of alternative strategies: does exist a “Technology-Economy-Ecology” balance, sustained by the e-World, and a low balance within a hypothetical (today) world without e-Concepts and e-Activities? The complexity of the governance, the complexity of representing and solving the local and global problems, regarding the globalization / regionalization, seems to be dependent on the open / closed appearance of the alternatives background. It is not a crisp appearance; it is a fuzzy and adaptive one. Would a brilliant synthesis provide “inner solutions” toward the governance problems representing and solving? The contemporary research must be more engaged. More, this is the case for the European transitional countries. The Cold War was promoted into a bipolar world; but within a variety of degrees from 1945 till 1989. Were there “inner solutions” reflecting the hidden dynamics of that global conflict? Over propaganda, over its synthesis, are there mental constructs toward global conflicts diminish and solving? If yes, are those constructs inner or obtained by the humankind. Is there a synthetically historic trace? Regarding our contemporary dialogued world (in spite of a long term bi-polar world Cold War background), would the synthetically historic trace improve the contemporary participation according to a globalised research aim? Are all these questions dependent on the desire, acting and forecasting efforts toward a Moral Market? Is a quite utopian construct, as Creative (e-)Partnership, a step by step thinking pattern toward Moral Market efforts Regarding the reconstruction of alternative strategies within the option on a “Technology-Economy-Ecology” balance, sustained by the e-World, and as far as possible from the forecasted low balance of this type, within a hypothetical(today) world without e-Concepts and e-Activities, it is to affirm that the members of a society (re)act according to their biological and technical spheres, to their aggregation, to their profoundness. So, a society is an implicit processor versus relative sub-processors dealing with initial information-decision-action-renewed information cycles. The scientific approach upon the transit: societal processor <=> sub-processors may be an inter/trans-disciplinary one. The paper itself promotes an anticipation and an incursion inside the gap between reality and reflection, involving: societal knowledge desire as a holistic aim, ecological aggregate attitude as eco-consciousness, an approach upon the Universal Consciousness and Evil terms and its connectionist corpus. Humankind development is stepped by paradoxes and by model revealing/revising. So, the previous models of some paradoxes may be revised versus a new fuzziness approach. The gap between existence and reflection is the oldest topic, basic for these above mentioned question and balances, too. Beyond this context, the question and balances had referred the societal alienation status, and, are possibly positively sustained by the Creative Partnership, the International Civil Society, the Creative e-Market, e-Economy, and e-Society. Regarding the contemporaneous world description, into large-scale interdisciplinary models, there is the prominent line to stimulate the realization of remarkable studies by the Club of Rome. But worth is that all the large scale reports show that a world wide passive attitude [regarding global and local development, the rate of using natural resources, education, population growth, etc.] will mean a way to a global disaster. Humankind did not and does not attain the required level of local-global development praxis and cognitive internalization of the (hypothetical) reality to sustain large scale modelling & simulation to be a support_set of the decision making regarding local-global development (including pro-market reform and poverty eradication). If a cognitive synthesis is a necessary mean to avoid chaotic methodology on approaching and decision making regarding local-global development, then the contemporary status on approaching local-global development is chaotic (including pro-market reform and poverty eradication). The developing countries will continue on a long-term their efforts on (a harder and harder attained) development (across a very possible collapse), while the developed countries will remain developed (harder and harder attained, but out of a collapse; possible only within a significant loss of complexity). The cause of the long-term development of the developing countries is a quasi-continuous collapse, in the absence of attaining a significant complexity. So, locally, and much more globally, a ratio POVERTY/ WELFARE, as a qualitative indicator inward a large-scale model is avoided before to be implemented through a political will or interest. All these pretend an intelligent design for the contemporary Human-Machine Interface. One part of this fundamental intelligent trend (as background for the desired design) is the Anticipatory / Incursive Task. It is both, individual neural, collective neural, becoming, only and only so, a social aggregated task. Systemic and cybernetic research, if fulfil the desired intelligent trend, become a societal reality. These two aspects: social and societal, and the relevance of the anticipation and incursion deepness are recent scientific acquisitions, and a future long term research.
