Identification of future CO2 infrastructure networks : final report

As set out in the technical specifications, the objectives of the project are to 'collect and to analyse primarily legal information, as well as technical, environmental and economic data linked to carbon dioxide infrastructure, to develop necessary criteria and process for carbon dioxide (CO2) cross-border infrastructure projects at the EU-level'. Specifically, the project includes three tasks: - Task 1: Analysis of legal and regulatory requirements at Member State level for CO2 infrastructure in Member States - Task 2: Develop a specifically tailored process as well as criteria for the selection of cross-border CO2 infrastructure projects of common interest (PCIs) under the TEN-E Guidelines - Task 3: Propose actions and recommendations to facilitate the development and deployment of CO2 PCIs under the TEN-E Guidelines. The following previous reports have provided updates on the progress of these tasks, as well as draft deliverables: - First interim report of June 2015, which provided the deliverables for Task 1, including in-depth studies into the legal and regulatory requirements for CO2 infrastructure in eight Member States and comparative overview report. - Second interim report of July 2015, which provided the deliverables for Task 2, namely a process outline and set of draft criteria for the selection of CO2 PCIs. - Third interim report of September 2015, which provided a background document on the interpretation of selection criteria for CO2 PCIs, for discussion at two events. This report builds on the previous reports by providing an update on the progress of the project since September 2015. It also provides the deliverable for Task 3 - a set of actions and recommendations to facilitate the development and deployment of CO2 PCIs under the TEN-E Guidelines - as well as the final versions of the deliverables for Tasks 1 and 2. These deliverables are set out in the Annexes to this report, as follows: - Annex 1: Comparative analysis of legal requirements applying to CO2 infrastructure networks in Member States and Norway (Task 1) - Annex 2: Interpretation of selection criteria for CO2 projects of common interest (Task 2) - Annex 3: Action plan for the identification of future CO2 infrastructure networks (Task 3).
