This research aims to study the implementation of public service in fishery and fish catching permit at integrated permit service agent in sustainable resources management in Nias Regency The research method applied by the writer in this research is a descriptive study by quantitative approach as a problem solving procedure by depict the subject and object of research based on the fact. Therefore, in this research the writer did not test the hypothesis but to describe the data and fact in the research object, and to interprete and analyze the data and fact. The key informan in this research are people who apply the fishery and fish cathmant business permit in integrated permit agency in Nias regency for 8 persons. The determining of informan by the purposive sampling, to take the sample carefly based on the certain consideration. Or the person who assume know the social situation. The data collection method are primary and secondary data. The primary data are collected to the research object directly by the indept interview specially to the people who apply the fishery and fish cathmant permit by direct interview or by ape recorder. The secondary data are data from integrated permit service agent of Nias regency that related to the studied object such as the profile of integratedpermit regency, measurement of maximum satis faction index, service work path, requirement of business permit and minimize service standard. The data aqnalysis method is by collecting the data through indept interview and interpreted and analyzed based on the theoretical review.The results of research through process approach indicated that the exixtence of permit agency probide the contribution to the increasing of public service specially in increasing permit service quality thyat consist of easiness in processing of service type, the simplest service process, avoid the expensive cost. In impact aspect, there is a law enforcement and the business safety in fishery business, to increase the the origin reginal income of Nias regency, but in another hand, there is not a big impact significantly in minimize the the violence in the sea, damage of ecosystem and coastal degradation that caused by the foreign vessel and the lower of government supervision. In investment sector, it has not yet increase the interesting for investor to have invest in fishery caused by the natural disasters and geographical position of Nias regency that far from Province in air, sea and land transportation.
