?kologisch fairer Welthandel: zum Spannungsfeld von Handel, Umwelt und Entwicklung
Im ausgehenden 20. Jahrhundert nimmt das Ph?nomen der "Globalisierung" einengravierenden Stellenwert im internationalen Wirtschaftsgeschehen und in derinternationalen Politikdiskussion ein. Das fortschreitende Zusammenwachsen derVolkswirtschaften macht es immer schwieriger, die einzelnen Akteure im Wirtschaftsgeschehen zu kontrollieren und erfordert ein verst?rktes Zusammenarbeiten in internationalen Partnerschaften, um den Ver?nderungen des weltwirtschaftlichen Umfeldes in bezug auf Handel, Finanzstr?me und auch die globale Umwelt zu begegnen. In der ?ffentlichen Diskussion und zwischen ?konomen, ?kologen und Politikern ist unstrittig, da? im neuen Jahrtausend eine Reihe von besonderen Problemstellungen gel?st werden mu?, die u.a. in engem Zusammenhang mit der Globalisierung stehen. So weist das World Watch Institute in seinem zu Beginn des Jahres 2000 ver?ffentlichten Bericht zum Zustand der Weltumwelt auf alarmierende Ver?nderungen des Weltklimas, der Weltmeere und der Artenvielfalt hin, die f?r Industrie- und gerade auch f?r Entwicklungsl?nder vonschwerwiegender Bedeutung sind. Beispielsweise gef?hrdet die Erh?hung desMeeresspiegels infolge der Klimaerw?rmung aufgrund der zunehmenden Urbanisierungund Industrialisierung die niedriggelegenen und vielbev?lkerten Regionenin Bangladesh, wodurch ?kologische, ?konomische und soziale Konsequenzenzu erwarten sind. Ma?nahmen zur L?sung gerade auch globaler Umweltproblemek?nnen entwicklungs- und handelshemmend sein und so auf Interessenkonfliktezwischen Industrie- und Entwicklungsl?ndern treffen. Die vorliegende Arbeit befa?t sich daher mit der Frage, wie der internationale Welthandel unter Ber?cksichtigung der Umwelt aussehen k?nnte, ohne da? eine Benachteiligung der Entwicklungsl?nder erfolgt. Der im folgenden zugrunde liegende Referenzrahmen soll damit ein ?kologisch ?fairer? Welthandel sein, dersich an der effizienten Allokation der Umwelt orientiert, ohne den Freihandel alsZiel vollkommen abzulehnen. Eine Sonderbehandlung der Entwicklungsl?nder,die auch eine Abweichung von der allokativen Effizienz bedeuten kann, ist gegebenenfallsbei einem Vergleich mit den Industriel?ndern zu rechtfertigen.
