Light deployment regime for Small-Area Wireless Access Points (SAWAPs) : abstract and executive summary
The European Electronic Communications Code (EECC) provides a framework for the support of high-speed broadband access over radio bearers for both fixed and mobile services. A key challenge is to accelerate deployment of a higher density infrastructure to support ubiquitous connectivity. Thus, the Code includes Articles to facilitate the spread of "small-area wireless access points" (SAWAPs), a generic term encompassing small cell base stations, for 5G networking and other technologies such as Wi-Fi. Consequently, a lightweight regulatory approach is called for by the EECC, with its various articles preparing for a far higher density of small cells. However, the 28 Member States all have different legal criteria for permits and approvals for installing base stations, including physical characteristics such as permitted levels of radiofrequency electromagnetic fields. These also differ by region or municipality. Hence the EECC calls for SAWAPs to be exempt from local permit requirements if certain criteria are met. The study thus focuses on how to define a light-touch regulatory regime, acceptable to the EU Member States, while adequately protecting the public and the environment. It outlines a series of proposals for implementing acts, to offer a common European design for a SAWAP and its support needs.
