Measuring the fuel consumption of light- and heavy-duty vehicles and monitoring their real-world fuel consumption : final report

This report is a deliverable under the framework "Measuring the fuel consumption of light- and heavy-duty vehicles and monitoring their real-world fuel consumption". The study aims to: • Define suitable accuracy requirements for OBFCM devices, critically reviewing the current accuracy requirements, as well as appropriate type approval test procedures (real-driving testing at initial type approval, conformity of production and in-service-conformity tests) for assessing the accuracy requirements. • Elaborate possible approaches for on-board monitoring of HDV payload and investigate the technical boundary conditions and achievable accuracies. • Develop standardisation requirements for on-board data recording and retrieval, building on the standardisation requirements for the type approval of OBFCM devices. • Assess the possible options for collecting real-world data from the vehicles - especially via over-the-air data exchange and as part of periodical technical inspections - analysing the environmental, economic, social and other relevant impacts. • Set up and implement a sampling approach for collecting real-world fuel consumption data, providing information on the activities and procedures involved and how additional recorded information can be used to interpret real-world fuel consumption data.
