Methodology to support the decision whether a tobacco product has a characterising flavour : application to cigarettes, roll-your-own tobacco and heated tobacco products
In line with the Tobacco Products Directive (2014/40/EU) and Commission Implementing Decision (EU) 2016/786, the Independent Advisory Panel on characterising flavours in tobacco products (IAP) has been established assisting Member States and the Commission in determining whether or not a tobacco product has a characterising flavour. The IAP is tasked with issuing opinions on whether a tobacco product has a characterising flavour. The panel should also further specify and update, as appropriate, the methodology for the technical assessment of products as set out in Commission Implementing Decision (EU) 2016/786. In addition, the Commission may consult IAP on other matters relating to the assessment of characterising flavours. As appropriate, the panel shall request input from the technical group of sensory and chemical assessors that was established by the Commission via a public procurement procedure.
