New ‑ Type Urbanization, Shift-Share of Employment and Co2 Emissions : Evidence from China

Recently, how to enhance the employability of the workforce and the quality of the environment becomes the focus of attention from all sectors of society in China. Providing diversified jobs for workers and achieving green urban development are important goals of China's new-type urbanization construction (NUC). This study employs Difference-in-difference method to investigate the effect of NUC on the shift-share of employment, using panel data set of 272 Chinese prefecture-level cities from 2005-2019. A series of robustness tests are also conducted. Furthermore, we explore the effect of shift-share of employment under the pilot policy of NUC on CO 2 emissions. Heterogeneity analyses are performed at the regional and industry levels. The results show that the NUC significantly contributes to the shift-share of employment, which presents gradually strengthening dynamic effect. In addition, the shift-share of employment under the pilot policy effectively reduces CO 2 emissions, exhibiting short-term promotion and long-term mitigation of CO 2 emissions. Finally, Heterogeneity analyses show that NUC is conducive to promote the shift-share of employment in economically developed regions, as well as the secondary and tertiary industry. Moreover, the shift-share of employment under pilot policy reduces CO 2 emissions in coastal and economically developed inland areas, as well as secondary and tertiary industry. These findings provide an important decision-making reference for restructure employment and reduce CO 2 during the period of urban transformation and development
