Pakistan Wheat Sector Modernization Roadmap
The wheat sector in Pakistan is undergoing significant transformation following the withdrawal of public procurement and a shift toward deregulation. This Wheat Sector Modernization Roadmap responds to the recognition that traditional policy instruments, such as minimum support prices, have led to inefficiencies, high fiscal costs, and weak incentives for diversification and private sector participation. The roadmap aims to support the transition toward a more productive, resilient, and market-driven wheat sector that strengthens rural livelihoods, improves nutrition outcomes, and contributes to broader economic growth. To achieve this, it proposes targeted interventions across five priority areas: closing the productivity gap between Pakistan and comparable wheat-producing countries; increasing investment in agricultural research and development; empowering smallholder farmers to reach their full potential; improving institutional coordination and transparency to enhance market stability; and managing strategic grain reserves more efficiently by moving away from large, costly storage systems. Together, these measures are intended to stimulate private sector investment, reallocate public resources toward high-return public goods, raise farmer incomes, and promote job creation. The brief begins with an overview of the sector’s evolution and the rationale for reform, followed by a detailed discussion of priority intervention areas and an assessment of policy implications and modernization opportunities, offering practical guidance for advancing Pakistan’s wheat sector under a market-oriented framework
