Program Structure and Service Delivery in Eleven Welfare-to-Work Grant Programs.

Discusses implementation, structure, and operations of WtW grant-funded programs in 11 study sites as they existed in mid-2000. Finds that the grant program has encouraged the development of innovative strategies at the community level, that local programs use a wide variety of tactics to increase enrollment and participation, and that most grantees serve all categories of eligibles, but those that focus on particular groups tend to serve noncustodial parents, limited English speakers, and those with special barriers to work.
