Rules for the calculation of the carbon footprint of industrial batteries without external storage (CFB-IND)

This report provides the methodological guidelines for calculating the carbon footprint of industrial batteries (CFB-IND), providing the basis for the enforcement of requirements as in Article 7 of Regulation (EU) 2023/1542 (Batteries Regulation), establishing the methodology for calculation and verification of the carbon footprint of batteries. The present report is targeting industrial batteries with exclusively internal storage and with an energy storage capacity >2 kWh. It is based on the previous JRC draft report that was distributed in June 2024 as a basis for a second stakeholder consultation on the draft CFB-IND methodology and on the draft Annex to the Delegated Act on the carbon footprint methodology for electric vehicle batteries (draft DA-EV) as published on "Have your Say" on April 30th 2024. In an attempt to harmonize the CFB methodologies as far as possible, maximum agreement with the draft DA-EV was aspired, keeping the wording as close as possible over large passages. Stakeholder comments provided for the draft report on the CFB-IND rules, those submitted on the draft DA-EV, and feedback received in the subsequent interaction with stakeholder have been evaluated and incorporated when deemed appropriate. The main differences to the draft DA-EV are given in the definition of the system boundaries and the functional unit, with (i) a distinction between custom-made and off-the shelf batteries that does not exist for electric vehicle batteries, and (ii) a functional unit linked to the performance parameters to be declared under Article 10 of Regulation (EU) 2023/1542, specifically the declared lifetime in cycles for batteries providing repetitive energy supply (REP) and the declared lifetime in years for on-demand batteries (OND). Several new default recycling models have further been introduced due to the broader scope of the CFB-IND, covering also relevant industrial battery chemistries such as lead-acid, nickel-cadmium and sodium-sulphur batteries. As such, the present report provides recommendations for a consistent approach for determining the CFB-IND. It will serve as a technical basis for the further policy decisions on the final method for determining the CFB-IND
