SELECTING OF THE WAYS OF THE WORKERS FORMATION AND DEVELOPMENT AT THE ENTERPRISE
Based on the use of taxonomic analysis the calculation of the integral indicator of the level of formation and development working personnel was presented in the article. The matrix of the initial parameters are grouped as follows: formation of the labor force (search and selection of workers, primary training, adaptation of workers) and the development of the workforce (evaluation and certification of workers, organization movement, motivation workers, training and retraining, social development workers). Quantitative value of the integral index was proposed to estimate according to the scale of Harrington. The level of machine building branch of Kharkiv region development was defined, that results were presented using the tools of matrix analysis. The parameters of the matrix are the level of engineering and the level of formation and development of the workforce. The characteristic of relevant quadrants of the matrix, where the enterprise is located, was presented. Quadrants of the matrix is proposed to identify the following: outsiders shortage of workers, active personnel policy of the enterprise, uncovered demand for workers, the parity operation, security workers, poor working conditions at the plant, the attractiveness of the company to employees, proactive human resources policy of the company. That defines the priority areas of formation and development of the working personnel. There is presented the recommendations solve problems associated with providing the advanced development life learning of vocational training: improvement of legislation; improve management; providing relationship education market and the labor market; achieving a new quality and effectiveness of vocational education; improve the social status and professionalism of teaching staff, strengthening public support them; developing effective financial and economic mechanisms.
