The purpose of this evaluation is to assess the contribution of the statistics multi-beneficiary programme to improvements in the performance of National Statistics Offices in the candidate countries relating to the production and dissemination of statistics in key areas (comparable with EU standards), and transfer of know-how and integration into the European Statistical System and its planning structures. This Ex Post Evaluation Report has been prepared by the MWH Consortium between September and November 2005 and reflects the situation where four of the Phare statistics multi-beneficiary programmes under review have ended and the fifth is approaching completion. It examines the performance of the programmes in addressing the objectives stated in the formal programming documents, provides a general assessment of the programmes and draws conclusions and lessons learned from them. The evaluation is based on an analysis of documents provided at the start, during and on completion of the programmes, and on the results of interviews with beneficiaries, contractors, users and Eurostat personnel. Following a sample approach this evaluation has its geographical focus on four new member states (Estonia, Poland, Hungary and Slovakia) and Bulgaria and Romania.
