Study on alternative employment models for persons with disabilities : set-up, working conditions and pathways to the open labour market in inclusive enterprises and sheltered workshops : final report
The study presents a review of the current state of practice concerning a broad range of alternative employment models for persons with disabilities, i.e., organisational models that enable persons with disabilities to participate in productive work by using sheltered employment settings. Practices ranging from traditional sheltered workshops to work integration social enterprises are covered. Of particular importance are pathways that lead from sheltered employment to mainstream jobs. In addition, because of their essential role as a bridge between alternative employment models and employment in the open labour market, the study also explores supported employment and related approaches (e.g., Individual Placement and Support (IPS) and customised employment) that use personalised skills assessment, on-the-job training, and hands-on, ongoing support to both employees with disabilities and their employers. The current discussion, with its divergent views towards traditional sheltered employment, is elaborated. In-depth analysis covers eight Member States: Austria, Germany, Ireland, Italy, Lithuania, the Netherlands, Spain and Sweden. The report includes 20 cases of good practice. Based on the findings of the research, 16 recommendations are presented to promote quality employment for persons with disability. The document has undergone extensive public consultation, involving stakeholders engaged in the European Commission's Disability Platform.
