Study on the effectiveness, coherence and efficiency of the ESF supported voucher schemes in different operational programmes (funding period 2014-2020) : annex volume : instrument fiches

The instrument fiches are pertinent to the study ESF supported voucher schemes (2014-2020 funding period) in German. The fiches organise the attained information basis for the 16 schemes studied. This study has been developed in response to a call issued by the European Commission, Directorate-General for Employment, Social Affairs and Inclusion (EMPL) Jobs and Skills Germany, Austria, Slovenia, Croatia (Unit EMPL.B.4). Project implementation was overseen by this unit. The study has been intended as a specific input for the ex-post evaluation of the ESF (2014-2020) complementing other preparatory steps. Instruments under review are subsumed under so-called demand-side instruments or instruments with a demand-side funding strategy. It is up to the beneficiary to select the type of offer and the preferred provider of adult learning, with the public contribution made following the decisions made by the individual or an enterprise. Demand-side instruments complement public policies, where authorities are making the decision about the type of services supported and the providers selected, for example, via forms of public procurement or by lump-sum funding for defined groups of providers. In the current study, overall 16 instruments in Germany that operated during the ESF 2014-2020 funding period are analysed, based on published results and interviews conducted with representatives of the relevant German ESF Managing Authorities as well as stakeholders of federal Ministries, the German social partners and academic experts in the field of financing adult learning.
