This Final Report presents the results of the Study on possible ways to improve the exchange of information on travelling violent offenders, hereafter TVO, including those attending sporting events or large public gatherings, an assignment carried out by ICF GHK on behalf of DG Home Affairs. In particular, the main purposes of this report are to: Present the problem assessment; Present a baseline scenario; Present the objectives that aimto address the problems in the current situation; Present the different packages and alternative Policy Options concerning future EU action; Present detailed assessments of the Policy Options; Compare the assessments of the Policy Options; and Provide considerations on the preferred Policy Option.
