Support study for the Erasmus+ 2021-2027 interim evaluation and the Erasmus+ 2014-2020 final evaluation : synthesis of national reports on the implementation and impact of Erasmus+

This report presents a synthesis of the national reports on the implementation and impact of Erasmus+, submitted to the European Commission by Member States and third countries associated to the programme (hereafter 'participating countries') in May 2024, in accordance with Article 24(3) of the Erasmus+ Regulation. This synthesis report was prepared as part of the interim evaluation of Erasmus+ 2021-2027 and the final evaluation of Erasmus+ 2014-2020. It is based on national reports from 32 participating countries, including the 27 EU Member States and 5 (out of 6) third countries associated to the programme. It should be noted that 3 distinct reports were submitted for Belgium, where education policy - and the management of Erasmus+ actions under indirect management - is decentralised to regions and linguistic communities. The total number of reports analysed is therefore 34, which is the reference number in this synthesis report when presenting report counts supporting the findings. This synthesis report presents an analysis of the programme's implementation, impact, and perceived value across diverse national contexts. It aims to: present common trends, challenges and successes in programme implementation across participating countries; highlight country-specific innovations and adaptations; assess the programme's relevance, coherence, effectiveness, efficiency and European added value in the various participating countries; provide insights to inform future programme development and policy decisions.
