Support to Bulgaria on its policy to address the fragmentation on its public research system : background report

This report has been prepared to inform the work of the PSF panel of experts who will be responsible for designing and implementing structural reforms in the national Bulgarian research and innovation system. In particular, the PSF review focuses on assessing the Bulgarian scientific ecosystem to identify the policy levers to be used and concrete recommendations (policy and implementation schemes) to consolidate resources in this ecosystem. In this context, the aim of the present report was to provide an analytical background on the Bulgarian research and innovation system - state of the art review; comparative positioning; political and legislative framework; cooperation, commercialisation and internationalisation aspects; progress achieved against previous evaluation exercises.
