Technological Learning for Entrepreneurial Development (Tl4ed) in the Knowledge Economy (Ke) : Case Studies and Lessons Learned

The role of technological learning and ICT(information and communication technologies) are explored, especially inrelation to the ways in which these foster entrepreneurial development in theknowledge economy. A conceptual framework is developed, comparing initiatives,policies, and practices in economies at different levels of development. Theresearch assesses the means to promote learning and entrepreneurship, includinga variety ofreal and virtual intra-structures and infra-technologies. Locating knowledge as a crucial factor of economic activity, thestudysurveys e-development, business incubators, the conjunction of ICTand incubators, and technology clusters vs. knowledge clusters. The threedimensions of analysis of e-development in the knowledge economy include theeconomic, organizational and technology leveld. These three dimensions ofevaluation inform each of the case studies under consideration, from developedcountries, developing countries, and emerging economies. The findings of this study inform recommendations for future development inthe knowledge economy and society at large. The findings also point to a numberof priorities of new venture formation: ICT and Internet access; connectionswith investors and lenders; competent and experienced management and advisoryboards; planning and securing facilities. The identified priorities of newventure formation include: the ability to evaluate and respond to risk; theprotection of the product; the stimulation of the existing market; and theavailability of skilled workers. Recommendations for the development of bothpublic and private policy are made. (CBS)
