The Bolivarian Project: The restitution of both the Andean and the October cycles
The main objective of this paper is to examine the historical importance of both the “Andean cycle” (1899-1945) and the “October cycle” (1945-1948 y 1958-1989) in order to determine the checks and balances between both of them and the new Bolivarian cycle started 1999. The paper contains four sections. In the first one, it explains the political, economic and ideological aspects of both the “Andean cycle” and the “October cycle”. In the second one, it determines the checks and balances between the Andean and the October cycle. In the third one, the paper investigates the Bolivarian project considered from the point of view of the Andean and October cycles. Finally, it examines the concept of cycle as a concept that will allow us to deal with these political processes from the origin and destiny point of view.
