The definition of the irrigation water rights and it's enforcement efficiency in China

The law definition of the irrigation water rights including ownership, withdrawing right and deliverying right is well in China, but the enforcement of these rights is ill because of the right erosion, which reduces the allocation efficiency of the irrigation water. Farmer rights on the water is a kind of club rights, which is defined well for the outsider of the club but ill inside and reduces the efficiency of the irrigation water use. The paper points out to enhance the enforcement of the water rights and to improve the definition of the famer water rights.
