THE GERMAN PUBLIC SERVICE -STRUCTURE AND STATISTICS

This report grew out of various needs. First, the aim to demonstrate undergraduate studentsthe differentiation of the German public service necessitated the development ofthe multi-dimensional graph we repeatedly employ here (see 1.4). Second, internationalscientific exchange made it clear that the German public service system is difficult tocomprehend for foreign experts, too. Third, a comparative project carried through withProfessor B. Guy Peters, financed by the Transcoop Program of the Humboldt Foundationand a matching fund of the University of Pittsburgh1, induced us to broaden thedata base and to edit the German data in English in 1998. The following 10 countrystudy is in its final stage for publication with Edgar Elgar Publisher.
