The involvement of the local and regional authorities in the European semester : analysis of the 2017 national reform programmes

The political backdrop of this analysis is provided by the Committee of the Regions (CoR) proposal of a Code of conduct for the involvement of the local and regional authorities in the European Semester1 and by the territorial analyses of the 2017 Country Reports and 2016 Country-specific Recommendations (CSR). It is important to note that the following analysis describes how the National Reform Programme (NRP) reports on the role and involvement of the Local and Regional Authorities (LRAs) - it cannot assess the actual involvement of the LRAs in its preparation and implementation.
