The Role of Concessional Climate Finance in Accelerating the Deployment of Offshore Wind in Emerging Markets
This report seeks to inform ongoing discussions on how to accelerate global decarbonization efforts, and the role of concessional finance in supporting such efforts. The report is also intended to complement national efforts to develop policies and strategies in support of offshore wind, including a series of country roadmap studies commissioned by WBG country teams with grant funding from ESMAP. The report is structured as follows: chapter 2 considers the potential benefits of offshore wind, its current trajectory in terms of global expansion, potential barriers and challenges with deployment in emerging markets, and thus the rationale for concessional finance in accelerating deployment; chapter 3 looks conceptually at how concessional finance could be optimally deployed to support offshore wind in emerging markets; chapter 4 provides the results of financial modeling on a case study to assess the different options for concessional finance support; and chapter 5 summarizes the findings from this study and provides a series of recommendations based on the analysis and case studies
